It turned out that it is not. It is one of 64 entries of image manipulation contest held by Freaking News!. The contest direction said "It's a bird, it's a dog, it's BOTH! What critters do you think are freakier - birds with dogs' heads, or dogs with birds' heads?". Here are some of the contest entries.
