The annual Harbin International Ice and Snow Festival in Harbin has been held since 1963. Harbin, known as "Ice City" - a nickname well-earned - for winters that are dry and bitterly cold, with average temperature in January of only minus 18 degrees Celsius, under the influence of the cold winter wind from Siberia. The festival officially starts January 5th and lasts one month, although exhibits often stay open longer, weather permitting. Harbin is one of the world's four largest ice and snow festivals, along with Japan's Sapporo Snow Festival, Canada's Quebec City Winter Carnival and Norway's Ski Festival.
يقام مهرجان هاربين السنوي الدولي للثلج والجليد في مدينة هاربين منذ عام 1963. ومدينة هاربين معروفة باسم "مدينة الثلج" - وهو لقب حصلت عليه بجدارة بسبب فصل الشتاء الجاف قارص البرودة حيث يكون متوسط درجة الحرارة 18 درجة مئوية تحت الصفر في يناير (كانون الثاني) نتيجة تأثير الرياح الباردة في فصل الشتاء والقادمة من سيبيريا. يبدأ المهرجان رسميا في 5 يناير (كانون الثاني) ويستمر مدة شهر واحد. وفي الغالب يبقى مفتوحاً لفترة أطول اذا سمحت الاحوال الجوية. ومهرجان هاربين هو واحد من أبرز أربعة اكبر مهرجانات الجليد والثلج في العالم بالإضافة إلى مهرجان الثلج الياباني في سابورو وكرنفال الشتاء في مدينة كيبيك بكندا ومهرجان التزلج في النرويج.
